PROGRAM: Clearwater Counseling, a program of Fairbanks Youth Advocates
REPORTS TO: Fairbanks Youth Advocates Board of Directors
STATUS: Full Time
SUMMARY: The Clinical Director is responsible for supervising clinicians and for providing a range of clinically appropriate services to adults, children, families, couples, and groups.JOB QUALIFICATIONS:
- Masters Degree in Social Work, Psychology, or related discipline from an accredited educational institution,
- Two years of post-master’s supervised clinical experience in multidisciplinary mental health setting, (one year of supervised clinical work in an organized graduate internship program may be substituted for each year of full-time experience)
- Position requires state licensure as well as a supervisor’s license
- Active participant of a biblically based congregation, a licensed minister, and
- Must agree with Article 3 of Fairbanks Youth Advocates Bylaws,
- Must pass all state & local background checks,
- US Citizenship
DUTIES AND RESPONSIBILITIES:
- Provide a variety of treatment services including individual, group, family, and marital therapy.
- Provide clinical services such as intake/diagnostic evaluations, case evaluations, and crisis intervention.
- Oversee the work of other agency clinicians, including those working towards licensure, interns, and other staff who provide counseling services on behalf of the agency.
- Maintain clinical records in accordance with insurance regulations and established clinic policies and procedures.
- Participate in liaison work with other agencies as required.
- Participate as a member of an interdisciplinary treatment team.
- Participate in regularly scheduled clinical supervisions.
- Participate in monthly staff meetings and as necessary, with ED regarding the business of Clearwater Counseling,
- Collects funds, works directly with the bookkeeper regarding communications with client payments & insurance companies,
- Provides ministry outreach when asked: hospital, jail, teaching & consultation to churches as requested,
- Be available for after-hours telephone contact for clients in crisis.
- Participate in rotating backup clinical support via on-call cell phone rotation schedule.
- Maintain current license with the State of Alaska.
KNOWLEDGE, SKILLS, AND ABILITIES NECESSARY:
- Ability to supervise staff and mediate any conflicts that arise between staff.
- Ability to provide clinically sound treatment services based on client needs and treatment plans.
- Demonstrated understanding of diagnostic evaluation methods, mental status exams, and use of the most current DSM.
- Ability to respond to a range of clients’ needs using differential diagnoses and treatment approaches.
- Ability to provide appropriate crisis intervention services.
- Ability to maintain clinical records in timely compliance with agency policies and procedures.
- Ability to work collaboratively with other community agencies on behalf of clients and/or the agency.
- Demonstrated understanding of sound ethical practice in conjunction with the established and defined ethics of one’s training and discipline.
- Ability to effectively organize time and responsibilities.

Supervision: Up to $750 annually will be available to receive professional consultation for clients as needed,

SUMMARY: Provide visionary leadership, direction and communication to achieve goals and objectives of the organization and to maximize FYA’s mission performance and impact. Build FYA’s organizational capacity through administration of FYA programs. Foster collaborative relationships with congregations and community partners and ensure financial sustainability.JOB QUALIFICATIONS:
- Bachelor’s Degree, preferably in related social services field and / or leadership,
- 3-5 years of leadership and management experience in ministry, human services, or related fields,
- 2-4 years in successfully recruiting, developing, and supervising staff and/or a core of volunteers,
- Demonstrated track record of building an organization or increasing an organization’s capacity and growth,
- Meets qualifications at minimum of an Assistant Administrator according to the Alaska Child Care Residential Regulations/ Community Care license,
- Experienced in generating revenue for an organization as a volunteer or a professional,
- Active participant of a biblically based congregation, and
- Must agree with Article 3 of Fairbanks Youth Advocates’ Bylaws,
- Able to pass State and Federal Background checks including sex offender checks according to agency policies,
- Alaska Driver’s license with clean record of at least 5 years,

As it relates to Fairbanks Youth Advocates:
1. Public Relations / Communications
A. Promotion and Marketing of Fairbanks Youth Advocates Brand and Story:
1. With congregations and with congregational volunteers
a. Nurture relationships with existing FYA partner church pastors, leaders, and volunteers,
b. Develop innovative ways to promote FYA in church services, gatherings, groups, and classes of existing and potentially new partner congregations,
c. Equip the Board, staff, and volunteers to effectively harness their webs of influence in the recruitment of new volunteers,
d. Develop plan and measures of accountability for Board and staff to meet with pastors, youth leaders, networks, gatherings, and church groups that may be unaware of FYA’s ministry,
e. Employ the best communication tools and technologies affordable to promote the FYA brand,
2. In community with Service Providers, Community Leaders, and with potential community partners,
a. Execute marketing and volunteer recruitment plan to raise awareness,
b. Implement plan for regular communication with partner organizations and community leaders,
3. Through maximizing fund raising events, and other services to promote FYA’s services
B. Provide oversight in the employment of the best of communication tools available
1. Newsletters, brochures, and other print media
2. Oversight of web, social media, and other means of electronic communications

2. Planning and Operations / Program Development
A. Ensure alignment of all plans, programs, and operations with FYA’s Mission, Vision, and Values,

C. Responsible for policy and procedures development and maintenance
D. Analyze operations to evaluate performance and impact of the organization and productivity of staff in meeting objectives and delivery of services
E. Coordinate at least on an annual basis Board and staff planning session(s)
F. With the Board, set appropriate priority of needs and resulting services to be provided
3. Human Resources / Staff and Volunteer Development
A. Responsible for direction, motivation, and development of Board, staff, and volunteers that is aligned with and promotes FYA’s Mission, Vision, Values, and Brand
B. Fosters a motivational, collaborative, and innovative work and ministry environment for staff and volunteers that includes recognition of work and services well done
C. Responsible for hiring and firing of employees with board approval
D. Provide effective training, development, and promotion of staff and volunteers
E. Ensure clear communication and understanding of expectations, job descriptions, boundaries, goals, and priorities for each staff member and volunteers as needed,
F. Supervision of all staff responsibilities and performance, including regular performance reviews with one offered in writing at least once a year,
G. Administer policies and procedures as set by the Board,
4. Finances / Fiscal Oversight / Grant and Contract Management
A. Responsible for the overall budget; budget management and accountability, and fiscal management,
B. Assure compliance with legal, financial, and ethical requirements to funders, donors, and constituencies,
C. Ensure proper practices regarding financial audits, prevention of fraudulent uses of funds, record keeping, control systems, and proper reporting,
D. Responsible for leading Board in annual budget planning,

F. Negotiate and manage contracts,

5. Fundraising / Donor Development
A. Responsible for the overall fundraising efforts to achieve FYA’s mission and implementation of its programs,
B. Develop and execute funding strategies that the Board has laid out,
C. Coordinate the Board, staff, and volunteers in FYA’s fundraising efforts,
D. Coordinate communication with donors, sponsors, corporate foundations, and government grants,
D. Increase individual donor support through appeals and correspondence,
E. Increase and development of new funding opportunities,
F. Organize and oversee promotional and fundraising campaigns and special events,
6. Board Development / Relations / Governance
A. Partner with the Board to maintain a culture of excellence that is aligned with and promotes FYA’s Mission, Vision, Values, and Brand,
B. Carry out the policies, procedures, strategic plan, and objectives adopted by the Board,
C. Refer major policy matters to the Board for understanding and final decisions,
D. Provide ongoing regular communication and accountability to the Board for all program and fiscal operations,
E. Provide the Board the monthly staff reports and discuss staff development as needed,
F. Works with Board President to develop monthly Board meeting agenda, minutes, materials etc.
G. Coordinate with the Board the expansion of new Board members and the general development of the Board as an efficient and effective team,
H. Provide direction for long range planning and measures of accountability and effectiveness of the Board,
I. Participate with the Board in an annual performance review,

DRAFT EMPLOYMENT AGREEMENT WITH DAVE BATES, CLINICAL DIRECTOR
This is an agreement between Fairbanks Youth Advocates, referred to as “the agency” and David Bates, referred to as “the Employee”. The agency, located at 600 3rd Street, Suite 200, Fairbanks Alaska, agrees to employ David Bates, whom hereby agrees to be employed on the following terms and conditions for Clearwater Counseling:
1. Start Date: Employee, as a founder of said agency, will continue employment as Clinical Director as of this day, July 31, 2012.
2. Duties: Employee agrees to perform the duties set out herein:
Employee’s responsibilities are that of the Clinical Director of Clearwater Counseling. The Clinical Director provides clinical leadership, is directly accountable to the board of directors and is responsible for the highest quality patient services attainable by the organization while ensuring a cost effective operation as outlined in the job description.
3. Compensation: In consideration of the foregoing, the Agency shall pay Employee a salary of $50,016 per year, for Employee’s services, payable bi-monthly. A housing allowance of $39,984 shall also be paid bi-monthly. All benefits listed on Position Description will be in effect 8/1/2012.
4. Duration of employment: This agreement shall remain in effect until it is terminated by either party, commencing on July 31, 2012.
5. Termination: This agreement may be terminated earlier upon (1) death of Employee or illness or incapacity that prevents Employee from performing his/her duties for a period of more than 6 weeks in any calendar year and (2) breach of the agreement by Employee. Such option shall be exercised by Employer giving a notice to Employee by in person, if available or by certified mail, addressed to him in care of employer. With such notice, this agreement shall cease and come to an end 14 days after in which the notice is mailed.
6. Miscellaneous: In the event of any dispute over this agreement, it shall be resolved through binding arbitration under the rules of the American Arbitration Association.

1. Start Date: Employment shall commence on 10/01/2012 and continued as agreed upon this date, July 31, 2012.
2. Duties: Employee agrees to perform the duties set out herein: Employee’s responsibilities are that of the Executive Director of Fairbanks Youth Advocates and Program Director of The Door. The Executive Director oversees the operations of Fairbanks Youth Advocates and is responsible for the day-to-day operation of the organization as lined out in the job description.
3. Compensation: The Agency shall pay Executive/Program Director a salary of $42,500 per year, for Employee’s services, payable bimonthly. Salary is deferred at such time. Other benefits included are as listed and agreed upon in Position Description and are also deferred at this time.

VISTA Board Report

I came to Fairbanks Youth Advocates on May 7th, 2012 as an Americorps VISTA with the task of creating a summer outreach & awareness, and designing an email template for our newsletter subscribers. Outreach events included Fairbanks Rescue Mission’s Recycleganza, 2 Downtown Markets days, 7 Tanana Valley Farmers’ Markets, and Angry, Young and Poor. Our total earnings from these events was $569.00 and a total of 10 volunteers were recruited. At each market event we sold Rosettes and coffee while also taking the opportunity to advocate for FYA and the Door. We made a few agency contacts and kept a sign-up sheet for individuals to subscribe to the newsletter. For the Angry, Young, and Poor event, 6 volunteers were recruited (based off of their experience and youth interaction skills) to conduct surveys for a trial point in time count. During the event, 22 surveys were completed, 15 of which were homeless youth.
As of now, there are updated files containing reciepts, certificates and applications, inventory spreadsheets, expense reports, and earning statements for the 2012 Market season. There is also a file of all information from the Angry Young and Poor event including a volunteer spreadsheet. Another file contains all FYA pictures and media and another file contains templates. To date, there are 184 subscribers uploaded into the Mailchimp website and I have a template ready to be tested.
I want to thank the board and staff at FYA for giving me such an amazing opportunity! I thoroughly enjoyed my time here and not only do I feel truly honored that I was able to represent such a motivated organization dedicated to its cause, but I felt blessed to work with Marylee, Sarah and Dave. I have never experienced such a positive work environment and such supportive and dedicated co-workers who make things happen. I am so thankful that I was able to experience this and thank you again for such a wonderful opportunity!!

Just want to make sure everyone notices that the Clinical director salary is low. In my experience, this salary would be likely offered to a beginning clinician. It is far below the standard offered to a Clinical Director.
