She said the state was reviewing the MOA that we had with the city and they wanted to make the following changes:<\/p>\n<p>&#8220;Please see excerpt from the grantor regarding the MOU and let me know if you would like to proceed.<\/p>\n<ul>\n<li>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Per regulation 570.489(j) the minimum requirements for compliance is for a period of five years after closeout of the CDBG grant with the state.\u00a0 However, \u00a0per our CDBG grant agreement we stipulate in Attachment C \u2013 Standard Provisions under Article 31. Public Purposes that the \u201cGrantee agrees that the project to which this Grant Agreement relates shall be dedicated to public purposes for its useful life.\u201d<strong>\u00a0 By signing the grant agreement the City is agreeing that the facility will be used for a public purpose for the useful life of the facility, which would be more than the five years.<\/strong><\/li>\n<\/ul>\n<p>The City has not accepted the grant.\u00a0 We received the grant agreement this week and this issue developed before I had a chance to review the packet.\u00a0 I am planning to review the documents in the morning to determine if there are any other concerns.<\/p>\n<p>Please keep in mind that they want it to be used for limited clientele for the useful life of the building.\u00a0 Limited clientele is defined as low to moderate income persons such as elderly or homeless.\u00a0 If your board agrees, please check with Rodney about the change in years (just in case).\u00a0 I look forward to your response.&#8221;<\/p>\n<p>Please consider this change in language.
