Board members in attendance: Jim Williams, Leland Rich, Kendi Adams. A quorum was present. Also present: Brian Taylor, ED.<\/li>\n\n\n\n<li>Opening Prayer (Jim)<\/li>\n\n\n\n<li><a href=\"https:\/\/www.fairbanksyouthadvocates.org\/board\/2023\/04\/25\/april-26-2023-regular-board-meeting-agenda-draft\/\" target=\"_blank\" rel=\"noreferrer noopener\">Meeting Agenda<\/a>&nbsp;<strong>MSP Leland, Kendi.<\/strong><\/li>\n\n\n\n<li>Meeting Minutes\n<ul class=\"wp-block-list\">\n<li>November &amp; December 2022 minutes. Approved with no objection<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Board Housekeeping\n<ul class=\"wp-block-list\">\n<li>Thank you notes, signatures \u2013 donor thank you cards signed.<\/li>\n\n\n\n<li>Board member recruitment &#8211; Update on Rob and Stephanie, they both declined &#8211; very disappointing. Will keep trying. <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Financial Report\n<ul class=\"wp-block-list\">\n<li>See agenda for reports.<\/li>\n\n\n\n<li>About $80K in accounts receivable outstanding from Tricare<\/li>\n\n\n\n<li>Owe $40K to Bettisworth North<\/li>\n\n\n\n<li>Negative balances on checking and savings?\n<ul class=\"wp-block-list\">\n<li>Brian will check and get back to us<\/li>\n\n\n\n<li>Apparently nobody has access to quickbooks<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Lots of outstanding numbers and questions<\/li>\n\n\n\n<li>Don\u2019t count on Alnise &#8211; last payment per agreed settlement was October 2022<\/li>\n\n\n\n<li>Overall &#8211; not counting the AR, we have about 2.9 months of cash on hand. If AR was settled, we&#8217;d have 6+ months of cash on hand.<\/li>\n\n\n\n<li>Get Sam (&amp; RJG) involved and access to quickbooks and get this all figured out\n<ul class=\"wp-block-list\">\n<li>RJG has services where they host the accounts so everyone can be on the same page \u2013 RDP<\/li>\n\n\n\n<li>Kendi thinks it would be better to have more people double-checking FYA\u2019s finances<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Brian says he has good direction<\/li>\n\n\n\n<li>Seeing first billing revenue come in from Keystone.<\/li>\n\n\n\n<li>Donor giving starting to pick up.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>ED Report. See ED report in agenda.\n<ul class=\"wp-block-list\">\n<li>Apologies for getting things out late<\/li>\n\n\n\n<li>11 kids in the shelter; super busy time\n<ul class=\"wp-block-list\">\n<li>Most kids are OCS handoffs, so we should be getting money from the state for their housing<\/li>\n\n\n\n<li>Tammy WIlson needs good information about the paths of these kids in and out of the Door to calculate the sump cost \u2013 actionable information\n<ul class=\"wp-block-list\">\n<li>JIM will contact Tammy immediately after the meeting<br>(Anna has a great relationship with Tammy Wilson)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>What does it cost to have it fully occupied<\/li>\n\n\n\n<li>What does it cost to have one OCS kid\n<ul class=\"wp-block-list\">\n<li>Wages<\/li>\n\n\n\n<li>Water<\/li>\n\n\n\n<li>Incidentals&nbsp;<\/li>\n\n\n\n<li>Licensing&nbsp;<\/li>\n\n\n\n<li>Compared to SOAP center<\/li>\n\n\n\n<li>Etc.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>We might need to enter an agreement with the state to help offset costs for wards of the state\n<ul class=\"wp-block-list\">\n<li>Set of expectations<\/li>\n\n\n\n<li>Subcontracting with the state of Alaska to figure that out<\/li>\n\n\n\n<li>Need to reconfigure how data is gathered&nbsp; at the Door so that it is streamlined and sustainable<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Fully staffed, so taking as many kids as possible\n<ul class=\"wp-block-list\">\n<li>Roy Walters is replacing Krystel in June (hybrid internship) and F\/T in September<\/li>\n\n\n\n<li>Lots of people doing good jobs \u2013 developed some leaders (yay!)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>It\u2019s hard to segregate kids when there are issues<\/li>\n\n\n\n<li>Interviewed a counselor, but didn\u2019t hire him<\/li>\n\n\n\n<li>Finished the grant<\/li>\n\n\n\n<li>Recommendations\n<ul class=\"wp-block-list\">\n<li>Moving to different bank\n<ul class=\"wp-block-list\">\n<li><strong>We all approved moving to Denali State Bank via email vote last month. Will ratify as new business item later in this meeting. <\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Expansion\n<ul class=\"wp-block-list\">\n<li>Brian thinks we\u2019re up to date with Bettisworth North<\/li>\n\n\n\n<li>More to do contractually with them<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Alnise Restitution \u2013 as an agency what else can happen to get money from her?\n<ul class=\"wp-block-list\">\n<li>P.O. says there\u2019s nothing he can do<\/li>\n\n\n\n<li>No one seems willing to do anything<\/li>\n\n\n\n<li>Brian is at the end of the trail<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Brian is 90% sure Krystel is going to come back and work at the Door.<\/li>\n\n\n\n<li>Keystone update \u2013 we\u2019re full<\/li>\n\n\n\n<li>Anna sees 25+ patients per week<\/li>\n\n\n\n<li>Ft. Wainwright is referring to us\n<ul class=\"wp-block-list\">\n<li>It is less to outsource it to us than provide the service at Bassett (Jim is thinks they\u2019re referring work they cannot perform to us, and we shouldn\u2019t be doing that at a loss)<\/li>\n\n\n\n<li>We may want to enter into some kind of agreement with Ft. Wainwright or Bassett to provide this service<\/li>\n\n\n\n<li>Many family\/spouses come to Keystone because they want quality care<\/li>\n\n\n\n<li>Brian is going to talk to Anna about it<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Unfinished Business\n\n\n\n\n\n\n\n\n\n\n<ul class=\"wp-block-list\">\n<li>Facilities planning\n<ul class=\"wp-block-list\">\n<li>CB wants to know which overlay we liked best.  <strong>We agreed on option B with additional parking in front of the Door<\/strong><\/li>\n\n\n\n<li>Brian &amp; Leland raised concerns that we don&#8217;t have the bandwidth to do this project (board members, staff)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li> Discussion was to decide on a the vision (see option B) and hit the pause button until we could secure funding, board members, community support. Use the vision and plan B design layouts to help communicate the vision. <\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Orange house (on 8th) interested in either purchasing or selling lots on 8th avenue\n<ul class=\"wp-block-list\">\n<li>Are we buyers sellers or in between?<\/li>\n\n\n\n<li>Jim says we\u2019re not doing anything with it yet, we haven&#8217;t made any solid plans.<\/li>\n\n\n\n<li>After discussion, decision was to table the idea.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Nothing from the City of Fairbanks on the CDBG grant close out.<\/li>\n\n\n\n<li>RJG is wrapping up the 2022 990 filing (due to the IRS in May)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>New Business\n<ul class=\"wp-block-list\">\n<li>(Action) &#8211; <strong>Motion: Ratify the email vote to move FYA&#8217;s banking services from Alaska USA to Denali State Bank. MSP: Leland\/Kendi<\/strong>. Discussion about decision to choose Denali State Bank vs. other service providers in town. Decision was based on deep rooted ties, relationships and trust in the community.  <strong>Motion passed<\/strong> with no objections.<\/li>\n\n\n\n<li>(Action) &#8211; <strong>Motion: Ratify the email vote to move $40,000 from savings account to checking account.<\/strong> <strong>MSP: Leland\/Jim<\/strong>. Discussion: our updated finance policies require board approval to move funds between banking accounts.
