{"id":1859,"date":"2013-05-12T14:15:12","date_gmt":"2013-05-12T22:15:12","guid":{"rendered":"http:\/\/www.fairbanksyouthadvocates.org\/board\/?p=1859"},"modified":"2013-07-12T10:51:42","modified_gmt":"2013-07-12T18:51:42","slug":"draft-minutes-5-09-2013","status":"publish","type":"post","link":"https:\/\/fairbanksyouthadvocates.org\/board\/2013\/05\/12\/draft-minutes-5-09-2013\/","title":{"rendered":"FYA Board Meeting Minutes 5-09-2013"},"content":{"rendered":"<p align=\"center\"><b>May 9, 2013<\/b><b>\u00a0<\/b><\/p>\n<p><b>Call to order: 5:00<\/b><\/p>\n<p><b>Present:<\/b>\u00a0 Rilene Ann, Kathy Birch, Patrick Endres, Barbara Tyndall, Jeff Bizzarro, Brad Johnston , Sarah Finnell, \u00a0Marylee Bates<\/p>\n<p><b>Guests<\/b>: Adena Benn\u00a0 joined us (potential board member);\u00a0Rodney Gaskins, director of the Fairbanks Rescue Mission<\/p>\n<p><b>Absent:<\/b>\u00a0 Meryrem Kugsruk, Dave Miller<\/p>\n<p><b>Open in Prayer<\/b>:\u00a0 Kathy Birch opened in prayer.<\/p>\n<p><b>Minutes for March<\/b>: Rilene Ann moved to accept; seconded by Kathy Birch; approved unanimously.<\/p>\n<p><b>Minutes for April:<\/b> Rilene moved to approve; seconded by Jeff Bizzarro; approved unanimously.<\/p>\n<p><b>Financial Policies<\/b>:\u00a0 These were worked on by Marylee and Patrick.\u00a0 Members are\u00a0 encouraged to read\u00a0and edit.\u00a0 \u00a0One addendum concerned \u00a0reimbursement for travel (looked up state and fed guidelines).\u00a0 A flat rate of $50 a day for per diem was suggested.\u00a0 Lodging and travel, &amp; other necessary costs, with prior agreement, will be covered by the agency.<\/p>\n<p>Brad suggested two amendments\u2014(1) Alaska USA Bank be changed to Alaska USA Credit Union; (2) that federal payroll taxes are to be paid monthly by the 15<sup>th<\/sup> of the following month (rather that within 3 days of the paycheck date). Rilene moved to accept the amendments; Brad seconded; approved unanimously.<\/p>\n<p><b>Director\u2019s Report<\/b>: Marylee Bates<\/p>\n<p>FYA received a\u00a0check for $250 from a Lutheran Church.\u00a0 We were also given a coffee maker and coffee.\u00a0 Lowes donated a thousand gallons of paint.<\/p>\n<p>FYA scored number four in the Basic Homeless Assistance Program (BHAP) for $187,000 and Emergency Solution (ESG) for $23,000.\u00a0 The BHAP money is for salaries for all activities.\u00a0 The ESG is for utilities at the DOOR.\u00a0 \u00a0New money starts July 1 to November 1 and covers operating one shelter at a time.\u00a0 Brad said we would like to keep the emergency shelter open and ask for funding\u00a0 for it since the funds will shift to our shelter when it opens. \u00a0We have a track record now to show the value and need for the emergency shelter.\u00a0 Eventually (within 3-5 years) want to get away from large grant funding to community funding.<\/p>\n<p>Sarah offered to train staff on how to de-escalate situations as she has experience in that area.<\/p>\n<p>Brad asked about protocol for dealing with incidents.\u00a0 Marylee said there is a protocol in place and it was followed during this latest incident.<\/p>\n<p>First Presbyterian said we are filling up a large garbage can every night at the shelter.\u00a0\u00a0 Marylee offered for FYA to pay for dumpster and pickup.<\/p>\n<p><b>Building acquisition update<\/b>:\u00a0 Northrim Bank is willing to loan $90,000 at 5% for 132 house on 10<sup>th<\/sup>.\u00a0 If this falls through, Patrick\u00a0 may loan FYA the money to buy the house (exploring conflict of interest issue).\u00a0Brad said we should have \u201cconflict of interest\u201d procedures.\u00a0 Arms length transactions (same terms as bank) relieves us of the conflict of interest issue.<\/p>\n<p>Patrick has no interest in gaining interest from this organization.\u00a0 He will offer this if we\u00a0 have no other options.<\/p>\n<p>Discussion from board.\u00a0 Brad said $40,000 is available from our funds; we need to keep some cash on hand.\u00a0 Brad was looking at a little over $20,000 from FYA.\u00a0 Rilene said that Patrick needs to get interest on his money if he loans it.\u00a0 Board members agreed.<\/p>\n<p>Brad moved that FYA borrow up to 80% for the building from a financial institution with a cash down payment\u00a0 from FYA; or, if there is no other alternative,\u00a0we offer to\u00a0borrow from Patrick under similar terms.\u00a0 Rilene seconded; approved unanimously.<\/p>\n<p><b>Need for short video<\/b> to be produced as part of our community presentations.\u00a0 Marylee said this is important enough to pay to have this done.\u00a0 Brad suggested we itemize what we want and need\u00a0so we can use it for a variety of needs (30 second spots, etc)\u00a0 Steve Neumuth was suggested as\u00a0a resource for this project.<\/p>\n<p><b>Next month\u2019s meeting<\/b> will be June 6.\u00a0 Barb and Brad will be gone. \u00a0The board will meet from 5-7 at\u00a0the same location.<\/p>\n<p><b>Policies for Shelter<\/b>:\u00a0 This is a lengthy document.\u00a0 Brad suggested small committees to review sections and bring back recommendations to the board.\u00a0 Marylee is sending them out in grants now as a work in progress. Rodney \u00a0Gaskins said this is operational and should be the domain of our executive director. Brad said our board should approve policies but the director should implement procedure.\u00a0 Patrick suggested we read the documents in light of policy and give input.\u00a0 Marylee can work on the procedure.\u00a0 Sarah and Kathy volunteered to read and comment.<\/p>\n<p><b>Donor scheme and plans<\/b>\u2014Found that we serve youth, ages \u00a012-17 on our web page; need to change\u00a0this to ages 12-22.<\/p>\n<p>There was a discussion about using Alaska gems or other items to designate our level of giving on the web site.\u00a0 Sarah liked the idea of people buying different parts of the house (brick, door, etc).\u00a0 Mountains were suggested; highest mountain for those giving the \u00a0most, etc.\u00a0\u00a0 Rivers and villages were also suggested.\u00a0 The idea of rivers (Yukon, Tanana, Chena) seemed to resonate best.\u00a0 Patrick has photos of each to use if we use this genre.<\/p>\n<p>Personal phone calls to thank donors was discussed.\u00a0 It was suggested that $500 is substantial from an individual and warrants a phone call.\u00a0 The call will be made immediately.\u00a0 A corporation that makes a $1000 donation will also get a phone call.\u00a0 If an individual donator contributes $1000 annually, a personal call will be made.\u00a0 Bi-annual reviews will locate those folks who should be contacted.\u00a0 These will be evaluated for donation of money, materials, and time.<\/p>\n<p>ABR made a $3500 donation.\u00a0 Jeff will call and thank them.<\/p>\n<p>Rilene\u00a0suggested we could tap into the Candlelight Vigil with a web site to gain donations. \u00a0Marylee said it is really a Fairbanks Counseling and Adoption event.\u00a0 Other events were\u00a0discussed for this purpose.<\/p>\n<p><b>Foraker\u2019s Training<\/b>:\u00a0 Marylee attended this training.\u00a0 She learned there that 80% of people don\u2019t make a second donation.\u00a0 Making it personal and newsletters help to get ongoing support.<\/p>\n<p><b>Volunteer Appreciation<\/b>:\u00a0 Sarah Finnell reserved a pavilion at Pioneer Park July 17 from 5-7 for this event.
